About This Program

Welcome Home Ohio provides grants up to $100,000 per property to developers, nonprofits, and local governments to purchase, rehabilitate, or newly construct single-family homes that are then sold to lower-income Ohio buyers. A separate tax credit component (WHO-TC) provides up to $90,000 per property for eligible rehab and new construction. The program received $65.6 million for the 2025–2026 biennium.

Grants flow to developers/nonprofits; end buyers benefit from reduced home purchase prices. WHO-TC nonrefundable tax credit is up to 90% of rehab costs, capped at $90,000.
