About This Program

Philadelphia administers Head Start and Early Head Start through the Office of Children and Families, contracting with community-based organizations across the city. These programs provide free comprehensive early childhood education, health, dental, nutrition, and family support services. Philadelphia also funds PHLpreK, offering free pre-K for 3- and 4-year-olds from low-income families.
