Virginia Beach's Department of Economic Development supports small businesses through the Strategic Growth Area Business Plan, facade improvement grants, and connections to Hampton Roads-area CDFIs. The city works with the Hampton Roads Small Business Development Center and SCORE Hampton Roads to provide free consulting, and partners with TowneBank and other local lenders for small business loans.
