When available, a lead preview can carry possible program names and stored program context to verify; it never means an application is complete or funded. A new registration confirms its email, then activates automatically when the required profile, duplicate, and safety checks pass. If an item does not pass, the contractor dashboard shows exactly what remains. An existing public-record listing can be claimed only through a link sent to its usable public business email on file and after passing the same activation bar.
