About This Program

Ohio EPA's WPCLF program provides principal forgiveness loans to Local Health Districts, which pass savings to homeowners needing to repair or replace failing septic (home sewage treatment) systems or connect to public sewer. The lowest-income households can receive 100% of costs covered. Approximately $10.1 million was reserved for HSTS projects in program year 2025.

At federal poverty level: 100% forgiveness (free). At 200% FPG: 85% forgiveness (15% homeowner match). At 300% FPG: 50% forgiveness. Contact your county health district to determine your tier.
