Two IRA-funded programs: HOMES (whole-home efficiency retrofits) and HEAR (appliance/electrification rebates). Low-income households (below 80% AMI) get up to 100% of project costs covered, max $14,000. Moderate-income (80-150% AMI) get 50% coverage. PA received $258.9M for these programs.
