The Senior Freeze reimburses eligible senior or disabled homeowners for the increase in their property taxes (or mobile home park site fees) above a frozen base year amount. Starting with the 2025 application year, New Jersey combined Senior Freeze, ANCHOR, and Stay NJ into one application (Form PAS-1) that you file once, online or on paper, to be considered for every program you qualify for.

Steps to apply

Confirm you qualify: age 65 or older (or receiving Social Security or Railroad Retirement disability benefits) by December 31, 2025, you owned and lived in your New Jersey home continuously since December 31, 2022 or earlier, and your 2024 income was $168,268 or less and 2025 income was $172,475 or less.
  2. Gather your income figures for 2024 and 2025 and your proof of property taxes (or mobile home site fees) billed and paid for both years.
  3. File the combined Form PAS-1 online at the property tax relief portal (propertytaxreliefapp.nj.gov), or complete and mail the paper PAS-1 to the address in the instructions.
  4. Save the confirmation or reference number you receive after filing, and check your status later at the Division of Taxation property tax relief inquiry page.
  5. File by the deadline of November 2, 2026 for the 2025 application.
