About This Program

Chicago's Small Owner-Occupied Repair (SOAR) Program provides forgivable loans up to $45,000 for emergency and code-required repairs to owner-occupied 1–4 unit properties. Eligible work includes roofing, tuckpointing, window replacement, HVAC, plumbing, and electrical systems. Funded through CDBG and HOME. Loans are forgiven after a compliance period if the owner remains.
