About This Program

Provides an interest-free, forgivable, self-amortizing loan up to $24,000 for major home systems rehabilitation including HVAC, electrical, plumbing, and accessibility modifications. Household income must be at or below 80% of Area Median Income (AMI). The City transitioned program administration to a nonprofit vendor in 2025–2026, with BCL of Texas now managing intake.
