About This Program

PIPP Plus caps your electric bill at 5% of gross household income (or 10% for electric heat only). For every on-time payment, you receive a credit equal to 1/24 of your outstanding balance, eliminating debt over time. Income at or below 175% of federal poverty index. Frees up household funds for home improvements.
