TDHCA's Comprehensive Energy Assistance Program (CEAP) — Texas's version of LIHEAP — provides energy bill payment assistance to low-income Texas households. Benefits help pay electric and gas utility bills and may include a crisis component for emergency situations. In Tarrant County, CEAP is administered through Community Action Partners.
