City & County of Honolulu — Department of Community Services / HUD CDBG
The City and County of Honolulu administers federal CDBG funds through the Department of Community Services to support housing rehabilitation for low-to-moderate income residents on Oahu. The 2026–2030 Consolidated Plan was approved by HUD in September 2025. Funds are distributed to nonprofit subgrantees and city programs targeting health/safety repairs and code compliance for LMI homeowners.
