Hawaii's HEAR program (funded by the federal Inflation Reduction Act) provides income-qualified rebates for home electrification upgrades. Low-income households (below 80% AMI) receive 100% rebates for heat pumps, heat pump water heaters, electric panel upgrades, and other electrification measures. Moderate-income households (80-150% AMI) receive 50% rebates up to $14,000. Program full availability expected in 2026.
Low-income (<80% AMI): 100% cost covered. Moderate-income (80-150% AMI): 50% covered up to $14,000. Heat pump: up to $8,000; HPWH: up to $1,750; panel: up to $4,000.
