About This Program

EmPower+ provides no-cost home energy upgrades to income-eligible New York households, including insulation, air sealing, energy-efficient lighting, and appliance replacements. Tier 1 households (≤60% SMI) receive up to $14,000 in covered upgrades at no cost; Tier 2 households (60–80% SMI/AMI) receive up to $7,000. The program served more than 22,000 households per year in 2024 and 2025.
