About This Program

The Comprehensive Energy Assistance Program (CEAP), Texas's integrated LIHEAP program, helps low-income households pay electric and gas utility bills and funds repair or replacement of heating/cooling units. Administered locally by Dallas County HHS. Income must be at or below 150% of the federal poverty guideline. Applications are taken by appointment only.

Benefit amount varies based on household size, income, and utility arrears. Processing can take up to 12 weeks.
