Priority is given to seniors, families with young children, persons with disabilities, and those with high energy burdens. Auto-eligible if receiving TANF or SSI.
Services are provided at no cost. Households receiving TANF or SSI are automatically income-eligible. HCAP serves Oahu; other islands have separate providers.
