About This Program

Hawaii's WAP provides free weatherization measures to reduce energy costs for low-income households on Oahu, administered by the Honolulu Community Action Program (HCAP). Services include LED lighting, low-flow water fixtures, advanced power strips, faucet aerators, and energy education. Priority is given to seniors, families with young children, persons with disabilities, and those with high energy burdens. Auto-eligible if receiving TANF or SSI.

Services are provided at no cost. Households receiving TANF or SSI are automatically income-eligible. HCAP serves Oahu; other islands have separate providers.
