About This Program

Rhode Island was the first state in New England to launch the federal IRA HEAR program in September 2024, with $36.4 million allocated for income-qualified households at or below 80% AMI. The program provides point-of-sale rebates for heat pumps, heat pump water heaters, electrical panels, wiring, and insulation. Low-income households (below 80% AMI) receive 100% of costs covered; moderate-income (80–150% AMI) receive 50%.

Below 80% AMI: 100% up to $14,000; 80–150% AMI: 50% up to $14,000.
