The federal Weatherization Assistance Program (WAP), administered in California through the Department of Community Services and Development, provides free weatherization services to income-qualified households including insulation, air sealing, HVAC tune-ups, and energy efficiency upgrades. In San Diego County, WAP services are typically delivered by local community action agencies. Priority is given to elderly, disabled, and households with children under 12.
