FEMA's Hazard Mitigation Grant Program provides funding through state and local governments to retrofit homes against future disasters — including seismic retrofits, flood elevation, wind-resistance improvements, and home acquisitions for relocation. Homeowners cannot apply directly; they must work through their local government or jurisdiction which applies on their behalf. Funding becomes available following a Presidentially declared disaster in Washington. FEMA covers 75% of costs and local agencies match 25%.
Individual homeowner project costs vary widely; a seismic soft-story retrofit typically runs $5,000–$15,000, with FEMA covering 75%.
