About This Program

The Virginia Beach Owner-Occupied Rehabilitation Program provides unsecured grants up to $30,000 to income-eligible homeowners to address health and safety hazards, accessibility modifications, and code violations. If project costs exceed $30,000, an unsecured forgivable loan covers the additional amount. Only licensed Class A or B contractors registered in Virginia may submit proposals. Contact the Housing Development Division to begin the intake process.
