Virginia Beach administers FEMA Flood Mitigation Assistance (FMA) and Hazard Mitigation Grant Program (HMGP) funds to help eligible homeowners elevate, flood-proof, or mitigate repetitive flood losses. Properties must be insured through the National Flood Insurance Program (NFIP) and typically have experienced repetitive flood losses. Homeowners cannot apply directly to FEMA, the City submits applications on their behalf. FEMA covers 75% of eligible costs.
