About This Program

Virginia Beach administers FEMA Flood Mitigation Assistance (FMA) and Hazard Mitigation Grant Program (HMGP) funds to help eligible homeowners elevate, flood-proof, or mitigate repetitive flood losses. Properties must be insured through the National Flood Insurance Program (NFIP) and typically have experienced repetitive flood losses. Homeowners cannot apply directly to FEMA – the City submits applications on their behalf. FEMA covers 75% of eligible costs.
