USDA Rural Development
Provides loans (up to $40,000 at 1% fixed interest over 20 years) and grants (up to $10,000 lifetime, age 62+ only) to very-low-income homeowners in eligible rural areas to repair or modernize homes and remove health and safety hazards. Loans and grants can be combined for up to $50,000 total. Note: Most of Atlanta proper is not USDA-eligible; check property eligibility at rd.usda.gov.
Grants are free; loans at 1% over 20 years. $50k max combined. Verify rural eligibility before applying.
