FEMA Hazard Mitigation Grant Program (HMGP)

FEMA — through Massachusetts Emergency Management Agency (MEMA)

limited federal

About This Program

HMGP funding is triggered by presidentially declared disasters and helps communities reduce future hazard risks. Individual homeowners cannot apply directly but may benefit when their local government applies on their behalf for elevation, floodproofing, or retrofit projects. In Massachusetts, MEMA coordinates HMGP applications. Boston homeowners in flood-prone areas (particularly coastal neighborhoods) may benefit through city-administered mitigation projects.

75% federal / 25% state-local match. Homeowners cannot apply directly — municipality applies on their behalf. Available only after federal disaster declarations. Contact MEMA at 508-820-2000.
