About This Program

BCL of Texas is a CDFI (Community Development Financial Institution) that provides affordable lending and homeownership support including repair financing for low- to moderate-income Texans. Effective February 2026, BCL became the administrator of the City of Dallas Homebuyer Assistance Program (DHAP). BCL also offers financial coaching, credit counseling, and small business lending.
