City of Dallas Homebuyer Assistance Program (DHAP)

About This Program

DHAP provides forgivable deferred-payment down payment assistance of up to $60,000 (High Opportunity areas) or $50,000 (standard areas) to first-time homebuyers in the City of Dallas at or below 80% AMI. The loan carries no interest and requires no monthly payment, with forgiveness tied to residency during the affordability period. BCL of Texas became program administrator in February 2026.

Zero-interest deferred loan forgiven over the affordability period. Minimum $1,000 cash investment by applicant required.
