About This Program

Hawaii's H-HEAP (formerly LIHEAP) provides a one-time payment toward electric or gas utility bills for income-qualified households. Two types of assistance are available: Energy Credit (EC) for households not in crisis, and Energy Crisis Intervention (ECI) when service has been or will be disconnected. On Oahu, the program is administered through the Honolulu Community Action Program (HCAP).

EC applications are only accepted June 1-30 each year, a narrow window. ECI is available year-round when a disconnect notice has been issued. Benefits applied directly to utility account.
