The Utility Tap-In Program connects owner-occupied residences to city sewer and water lines, repairs or replaces failed septic tanks and drain fields, upgrades outdated galvanized pipes, and installs ADA-accessible bathroom modifications. The program is targeted at low-income homeowners in Duval County and is currently closed pending new funding cycles.
