USDA Rural Development
Grants up to $10,000 for homeowners age 62+ (very low income, under 50% AMI) to remove health and safety hazards. Loans up to $40,000 at 1% interest for homeowners of any age (very low income). Combined max $50,000 ($55K in disaster areas). IMPORTANT: Most of Kansas City proper is NOT in a USDA-eligible rural area, but some surrounding communities (Independence, Raytown outskirts, rural Jackson/Platte/Clay areas) may qualify. Always verify your address on the USDA eligibility map.
