Oregon Heat Pump Purchase Program (HP3)

About This Program

Oregon Department of Energy program providing a $2,000 incentive per residence for qualifying heat pump installations. Available for owner-occupied homes, rental properties, and new construction statewide. The heat pump must have an HSPF2 rating of 8.1+ and SEER2 of 16+, installed by an ODOE-approved contractor after June 17, 2025. Contractor applies for and receives the incentive, reducing your invoice.
