About This Program

The City of Raleigh's Substantial Rehabilitation Program provides deferred-payment, 0% interest loans up to $120,000 for senior or disabled low-income homeowners to address comprehensive home repair needs. Loans are forgiven after 5 years of continued occupancy. Eligible properties must be single-family homes, townhomes, or condos within city limits with assessed value at or below $384,750.
