USDA Rural Development
USDA Section 504 provides up to $40,000 in low-interest loans (1% fixed, 20-year term) to very-low-income homeowners in eligible rural areas to repair, improve, or modernize their home or to remove health and safety hazards. Eligible rural areas of San Diego County include parts of East County and unincorporated communities. Income must be at or below 50% of the Area Median Income.
