USDA Section 504 provides loans up to $40,000 and grants up to $10,000 (for seniors 62+) to very-low-income rural homeowners. While most of San Francisco proper is urban, some outlying areas of the Bay region may qualify. Verify property eligibility at USDA's eligibility map.
