About This Program

The Seattle Utility Discount Program provides a 60% discount on Seattle City Light bills and a 50% discount on Seattle Public Utilities (water/sewer/garbage) bills to income-qualified households. Total household income must not exceed 70% of state median income. Eligible households may also receive up to $710 per year in past-due balance credits. No citizenship or immigration status questions are asked. Applications are processed by the City of Seattle Human Services Department.

A 60% discount on a $100/month SCL bill saves $720/year; combined SCL and SPU savings can exceed $1,200/year.
