Minnesota Weatherization Assistance Program (WAP)

About This Program

Minnesota's Weatherization Assistance Program provides free energy efficiency improvements to low-income households. In Ramsey County and St. Paul, services are delivered by the Community Action Partnership of Ramsey & Washington Counties. Applicants must first enroll in the Energy Assistance Program (EAP). Services include insulation, air sealing, HVAC maintenance, and more.

WAP requires EAP enrollment first. Households auto-eligible if receiving SSI, TANF, or certain public benefits. Average work value approximately $7,000–$10,000 per home.
