About This Program

FEMA's HMGP funds projects that reduce or eliminate future disaster losses after a presidentially declared disaster. In DC, HSEMA acts as the lead hazard mitigation agency and applies to FEMA on behalf of homeowners through agency partners. Eligible homeowner projects include elevating structures, drainage improvements, and flood retrofits. Homeowners cannot apply directly – a local partner agency must apply on their behalf.

Grant amounts vary widely by project; typical residential elevation projects range $30,000–$150,000.
