About This Program

BakerRipley distributes TDHCA's Comprehensive Energy Assistance Program (CEAP/LIHEAP) funds to help low-income households in Harris, Brazoria, and Galveston Counties pay electricity, natural gas, and propane bills. Eligible households can receive up to $1,800 annually. The program begins accepting applications each January and assists with past-due and current bills to prevent utility disconnection.
