About This Program

The HAP provides up to $50,000 in down payment and closing cost assistance to income-qualified first-time homebuyers purchasing a home taxed by the City of Houston. Assistance is structured as a forgivable lien and requires completion of HUD-approved homebuyer education. The process typically takes about six weeks from submission of a complete application.

Assistance amount depends on purchase price and income level; up to $50,000 for standard HAP, up to $125,000 for Harvey HbAP 2.0.
