About This Program

TDHCA's Weatherization Assistance Program installs energy-saving materials — including insulation, weather-stripping, caulking, and efficient heating/cooling systems — in homes of low-income Texans at no cost to the homeowner. Funded by the U.S. Department of Energy, eligibility is based on income at or below 200% of the Federal Poverty Level. Services are delivered by local subrecipient agencies in each county.

Average WAP investment is approximately $6,000–$12,000 per household; all work is free to the homeowner.
