USDA Rural Development
The USDA Section 504 program provides loans up to $40,000 at 1% interest (20-year term) to very-low-income homeowners to repair, improve, or modernize rural homes. Homeowners age 62+ who cannot repay a loan may qualify for grants up to $10,000 to remove health and safety hazards. Loans and grants can be combined up to $50,000. Note: Houston proper is not USDA-eligible, but some surrounding unincorporated areas may qualify, check usda.gov eligibility map.
