About This Program

LIHEAP provides financial assistance to Duval County households for electric utility bills and energy emergencies. The Northeast Florida Community Action Agency (NFCAA) administers LIHEAP for Baker, Clay, Duval, Flagler, Nassau, Putnam, and St. Johns counties. Benefit amounts depend on household income, size, and presence of elderly, disabled, or young children. Florida's FY2026 LIHEAP allocation is $108.9 million.

Payments made directly to the utility company (JEA); income must not exceed 150% of Federal Poverty Level
