About This Program

Minnesota's Energy Assistance Program (EAP), funded by federal LIHEAP dollars, provides direct financial assistance to low-income households for heating costs. In Ramsey County and St. Paul, the Community Action Partnership administers benefits. EAP enrollment also qualifies households for the Weatherization Assistance Program (WAP).

Benefits are applied directly to utility accounts. EAP enrollment is a gateway to WAP weatherization services. Emergency crisis benefits available year-round.
