DC Weatherization Assistance Program (WAP)

DC Dept. of Energy & Environment (DOEE)

Active Home Repair

About This Program

DOEE's federally funded Weatherization Assistance Program installs energy-efficiency measures in the homes of income-eligible District residents at no cost. Typical measures include insulation, duct sealing, HVAC repair or replacement, air infiltration mitigation, roof repair, mold remediation, and ENERGY STAR appliances. Households qualify at or below 60% of State Median Income (FY26: $61,841 for 1 person, $118,926 for 4).

Federal average cost per unit is roughly $6,500-$25,000 depending on scope; DC homes average toward the higher end due to labor costs.
