About This Program

HEAP (federally known as LIHEAP) provides up to $1,000 in direct heating bill assistance for Massachusetts households earning at or below 60% of State Median Income. Massachusetts received over $146 million in LIHEAP funding for the 2025–2026 heating season. In Boston, ABCD administers the program. Qualifying for HEAP also opens access to weatherization (WAP) and utility discount rates.

Direct benefit: up to $1,000 for deliverable fuels (oil, propane); up to $850 for natural gas/electric utility. Income limit: 60% SMI. Program runs Nov 1 – Apr 30.
