Harris County Flood Control Voluntary Home Buyout Program

About This Program

The Harris County Flood Control District operates voluntary home buyout programs using FEMA and HUD CDBG-DR funding, purchasing at-risk properties at fair market value to allow homeowners in flood-prone areas to relocate. The Project Recovery program (post-Harvey) has acquired over 585 residential properties. Participating properties become open green space. Eligibility is limited to homes identified within designated flood mitigation areas.

Homeowners receive fair market value (appraised at pre-event value); no equity penalties for flood damage.
