About This Program

DHCD's HPAP provides deferred-payment gap financing loans and closing cost assistance to first-time, low-to-moderate income homebuyers in DC. FY26 maximum is $202,000 in gap financing plus $4,000 in closing cost assistance. When combined with an FHA 203(k) or SFRRP, HPAP can be part of a comprehensive strategy to purchase and rehabilitate an existing DC home. Repayment is deferred until sale, transfer, or refinancing.
