Important update (2026): The federal 25C Energy Efficient Home Improvement Credit (up to $3,200/year for windows, insulation, HVAC) expired December 31, 2025. If you installed qualifying improvements in 2025, you can still claim the credit on your 2025 tax return. The IRA home energy rebates (HOMES/HEEHR) have not yet launched in Iowa. MidAmerican Energy rebates remain available and are your best current option for energy upgrades.

Inherited or Transferred Property: Just inherited a home? Complete probate and update the deed before applying for owner-occupied grants. Recently divorced? Update deed to reflect current ownership. Contract buyers are excluded from most programs. Iowa Legal Aid (1-800-532-1275) can help for free.
Churches and Nonprofits: Invest DSM Commercial Grant may apply to nonprofit-owned commercial property in Special Investment Districts. Iowa Historic Tax Credits cover qualifying nonprofit buildings. Call 515-283-4151 to ask about eligibility.

Block Challenge Playbook

Step-by-step guide to organizing your block for the Block Challenge Grant.

  1. Start with your immediate neighbors. You only need 5 households minimum (3 in some districts). Knock on doors with a simple pitch: "The city will match up to $2,500 for exterior improvements — painting, landscaping, porch repair. No income or credit requirements. Want in?"
  2. Spread the word. Post in your neighborhood Facebook group or Nextdoor. Make a simple flyer with the dollar amount and your contact info.
  3. Pick a Team Captain. Single point of contact with Invest DSM. Submits the Team Application, coordinates timelines, collects documentation. Administrative role only — captains don't handle money.
  4. Hold a planning meeting. Each household lists what they want to do and gets rough cost estimates. Set a shared timeline. Consider doing the same project (everyone paints) to negotiate a group contractor rate.
  5. Apply early. First-come, first-served until funds run out. Deadline: last business day of each month. Email to BCGrant@dmgov.org.

  1. Starting work before approval. Most common, most costly. Costs incurred before your signed grant agreement are NOT eligible. Wait for written approval.
  2. Not getting enough quotes. Many programs require three bids. Get them upfront.
  3. Choosing interior-only improvements. Block Challenge = exterior only. Homeowner Renovation requires at least one exterior component.
  4. Hiring unlicensed contractors. Must be licensed. Using unlicensed = voided reimbursement.
  5. Hiring family as contractor. Arm's-length relationship required.
  6. Missing the deadline. Funds run out. Apply early — don't wait until September.
  7. Skipping permits. Siding, roofing, windows, fencing over 4 feet need permits. No permit = no reimbursement + possible fines.
  8. Poor photo documentation. Blurry photos, missing before shots, incomplete receipts = delays or denial.
  9. Team too small or spread out. Need 5-19 households within visible distance of each other's front doors.
  10. No clear team captain. Designate one person as point of contact from day one.
Iowa contractor tip: Iowa has no statewide general contractor license. "Licensed contractor" in grant applications means registered with the City of Des Moines. Verify at the City Permit Center (602 Robert D. Ray Drive) or online. Permit fees are separate from your project budget and are NOT reimbursable by most grant programs.

  • Proof of ownership (deed or property tax statement)
  • Photo ID
  • 2-3 contractor bids or estimates
  • Photos of current condition
  • Project budget estimate
  • Income documentation (if applying for income-based programs)

How Long Does This Take?

  • Week 1-2: Pre-application meeting + paperwork
  • Week 2-4: Grant agreement review and signing
  • Month 2-5: Complete project (120 days for Block Challenge)
  • Month 5-6: Submit receipts and photos
  • Month 6-7: Reimbursement processed and paid

Total: 3-7 months from first contact to money in hand. This is not instant cash — plan ahead.
